This happen because the program does not run as administrator and for windows Vista and Seven, the admin permissions are required for writing in C:\\Program files\.
Rigth click on the program and click on proprieties.
And set "Run as administrator" in compatibility tab.

Or click on the program icon with rigth mouse button and select "run as administrator".

You should do this thing for all the plugin you want to use into wrapper.
When you build you should select the destination folder, the one used with VST's.

For example.
If you moved Hardcore Kicks VSTi.dll from ..\Steinberg\VstPlugins... to deskop... the build should be put into ..\Steinberg\VstPlugins... and the original desktop.
Read the ufficial page:
Note: you cannot let the original plugin in your VST directory. Only the wrapper must be used by the host. This is a requirement because the original plugin and the wrapper use the same identifier. Move the original plugin BEFORE generating the wrapper. The original plugin location is hard coded inside the wrapper. If you move the original plugin, the wrapper won’t be able to found it.

So.
1) move original to another folder
2) Build the wrapped plugin into VST folder with the program

And do not move the original from the new directory.

I tested it and works ok.
Maybe you lost a passage.

So, follow mine instrunctions.
1) remove Hardcore Kicks VSTi built from the VSTWrapper program
2) remove and re-install hardcore kicks vsti 1.x
3) After install, move Hardcore Kicks VSTi.dll to a new folder you create in c:\\Program files\. For example oldVstPlugins.
4) Open VstWrapper builder and select Hardcore Kicks VST.dll from the new folder
5) Select "old" and click build.. The destination should be your VST plugins folder.

Tha'ts all. I done it now and successfully worked.
The wrapper does not include the plugin, so you should not move anything after building.

Another question, are you running Cubase 5 x86 or x64 (32bit or 64)?
